Description
Addressing services are provided to maintain a comprehensive addressing database. The database is utilized for E911 Emergency dispatching, maintenance of the SUNGARD AS400 Land File, and all other services requiring a street address. Seminole County provides quality Addressing services for unincorporated Seminole County and for the cities of Casselberry, Lake Mary and Longwood.
**Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.
**Additional compensation based on licensure.
Essential Functions

Reviews building permit plans to determine the correct address and/or assign new addresses for all new/existing development (residential and commercial). Data is maintained and reviews are entered in both Naviline Building Permitting and Eplan (Electronic Plan Review) software. Maintains the Situs (Address) Layer of the County's GIS system, which includes additions, deletions, edits, queries and research. Utilizing TIFF Editor Plus Software to maintain and edit Commercial Floor Plans and Multi Residential plans for Unincorporated County and the cities of Casselberry, Lake Mary and Longwood. Additionally, editing the Naviline/SUNGARD system by adding or editing parcels, addresses, location transfers and related parties which is used by County Planning & Zoning, Building Department, Unpermitted Code Enforcement and Utilities. Prepare, scan, and file documents.
Provides extensive customer service to internal and external customers including Contractors, Developers and other Government Agencies over the phone, email, and to walk in customers.
Moderate amount of field work, including, but not limited to, meeting with contractors, developers, property managers, and homeowners associations.
Ensures compliance with Seminole County Land Development Code, Chapter 90, Ordinance 560 (Casselberry), Chapter 150A (Lake Mary) and Ordinance 769 (Longwood). Coordinates and manages the issuance of new addresses, readdressing of residential and commercial properties, ensures the posting of approved address numbers. Street naming in the County and the cities of Casselberry, Lake Mary and Longwood for 911 compliance.
Maintains and distributes files that include the address point file and any other shapefiles as needed. Able to take current GIS shapefiles and make necessary changes and corrections in order to make the data meet the National Emergency Number Associations standards.
Interacts with Public Safety Answering Point (PSAP) personnel responsible for map data and provides assistance, as necessary, to ensure that the data used for dispatching purposes is up-to-date.
Collects data to create site/floor plans, ensuring address numbers and street signs are correct.
Enters comments into EPlan (Electronic Plan Review) for all new Unincorporated County planned development, site plans and plats; and attend meetings at the County Services Buildings. Additionally, Development Review comments are made for the cities of Casselberry, Lake Mary and Longwood.
Coordinates with representatives from E911 Administration, Department of Public Safety, Sheriff's Office, other County Departments, Property Appraiser, Seminole Tax, US Postal Service, and the cities of Casselberry, Lake Mary and Longwood to research, investigate and resolve issues relating to a street address and delays in emergency response.
Interfaces with other GIS professionals and addressing staff throughout Seminole County to obtain reference data and ensure 911 dataset accuracy.
Uploads readdress letters and addressed plats into the county’s records retention database ‘Onbase.’ Processes destruction of files in conjunction with FL Statutes GS1-SL records retention.
Creation of letters/memos are sent to owners/tenants with due dates in regards to new address assignment, readdresses, posting of numbers, unapproved numbers posted, etc.
Additional Duties:
Perform other duties as assigned or as may be necessary.
In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties. During an Emergency, the current position will be in the Emergency Operations Center and an alternate position will be assigned.
Minimum Qualifications
Completion of associate’s degree in Geographic Information Systems, Geography, or Computer Science and three (3) years of experience required, or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
Additional Requirements
Knowledge of Seminole County streets preferable.
Ability to identify, analyze, and solve problems independently.
Ability to effectively communicate (oral and written) and demonstrate interpersonal skills in workplace interactions.
Ability to plan and organize projects and carry out multiple assignments and priorities.
Ability to work independently with minimum supervision.
Ability to maintain confidentiality of information.
Ability to pay attention to details necessary to ensure data accuracy. Knowledge of Florida Code Enforcement statutes.
Must be able to type a minimum of 35 words per minute.
Minimum one year knowledge and working experience Interpreting construction site/floor plan drawings and review of surveys and legal descriptions.
Advanced computer skills with knowledge of Microsoft Office Word and Excel and various office software packages required.
Preference is given to applicants with experience working with ESRI-GIS ArcMap 10.2.1, Arc Pro, Naviline/Sungard for Building Permitting, Eplan (Electronic Plan Review), Onbase/Unity Client, Pictometry and TIFF Editor Plus.
