Description

Under limited supervision performs the management of all County Capital Improvements projects in the planning, design and construction phases. Projects may include but not limited to roadways, sidewalks and drainage. Manages the delivery of projects utilizing various methods such as conventional design bid build, design build, CM at risk, etc. Planning and prioritizing work, negotiating contracts, change orders or amendments, reviewing work of the consultants, tracking the progress of construction work. Emphasis on management of contract documents for engineering consultants and contractors engaged in the design and construction of a variety of complex projects. Incumbents exercise independent judgment in application of principles and practices of planning, design, construction and administration of variety of projects.

**Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

**Additional compensation based on licensure.

Essential Functions

Manages Capital Improvement projects during the planning, design and construction phases to ensure that the projects are proceeding on time, on budget and in compliance with contractual terms. Interprets plans and specifications as needed. Makes visits to work sites to monitor progress and quality of construction.

Reviews design drawings, oversees construction, coordinates and manages internal and external stakeholders. Work with all stakeholders to ensure that proper permits are in place and that work is performed in compliance with permitted requirements and contractual terms. Responsible for ensuring that all projects are properly permitted and documented.

Manages consultants who develop and prepare engineering plans for a variety of construction projects; reviews the accuracy of proposals submitted by design consultants and negotiate consultants contract; issues work orders to consultants, surveyors and testing labs; reviews consultants' plans and specifications at various stages of development for conformance to design standards, completeness and accuracy; monitors consultants' cost estimates and verifies consultant's invoices and recommends payment.

Coordinates with the County Purchasing Division regarding consultant procurement and selection of contractor. Prepares project scope & schedule, assist in conducting pre-bid meeting, assists in evaluating bids and making recommendations for award of contract.

Provides presentations at public meetings and other meetings with public groups and associations. Participates in the budget process for the division.

Review project schedule and monitors construction progress; Prepares change orders documents; maintains records of consultant's payments. Develops material, labor, and total cost estimates for assigned projects. Reviews field inspection reports.

Conducts preconstruction meetings and onsite progress meetings and oversees project for quality control. Meets with contractors throughout the project process. Inspects and accepts or request changes to in progress or completed work.

Ensures completed project work meets the required obligations under the contract. Coordinates and conducts on-site walkthroughs and conduct inspections for substantial completion and prepares punch list of any deficiencies; arranges for correction of defects by contractor during warranty period and conducts inspection at end of warranty period to ensure correction of defects.

Prepares required paperwork for capitalizing and closing the project; performs special investigations, sites analyses and feasibility studies as required and submits technical and management reports.

Meets with consultants, contractors, utility organizations, city, state, federal agencies, civic associations, business and community leaders, property owners and attorneys.

Reviews all project communications (Requests for Information, shop drawings, requests for construction change order directives/change orders, pay requests, etc.) and recommends to management action to be taken.

Manages Master Plan Studies.

Maintains good working relationship with client and contractor representatives and end users.

Mitigates and resolves disputes between end users, design consultants and contractors arising from the performance of the work as described in the contract documents.

Minimum Qualifications

Requires a Bachelor’s degree in Civil Engineering, Engineering Technology, , Construction Technology, or a closely related field. Experience using Scheduling and Construction Reporting/Tracking software.

A minimum of Six (6) Years of experience is required in design and construction project management.

Additional Requirements

Extensive knowledge of construction and design methods, practices, and contract administration. Ability to effectively administer and manage construction and design contracts and projects through completion and closeout of the project.

Ability to communicate effectively both orally and in writing, with elected officials, engineers, contractors, and job site personnel.

Ability to make presentations before large and small groups.

Must possess good customer service skills.

Must possess and maintain a valid Florida Driver’s License.

Complete knowledge of accepted engineering design standards and construction specifications. Familiar with automated office systems (Word, Excel, Project or Primavera P6, CAD etc.).

Possess knowledge of the Florida Department of Transportation standards & specifications.

Possess knowledge of Florida Uniform Building Code and the permitting process for County, DEP, FDOT, and SJRWMD.

Knowledge of construction trades and LEED.
